Well, when he's maxed out and his specialties are fully levelled, his ranged attack is pretty impressive. However, compared to other top-tier ranged generals, he does have a few drawbacks. For starters, a lot of his attack power is dependent on his final specialty, which can be quite pricey to max out.
Also, his ranged troop HP is on the lower side, making him a bit more vulnerable in battle. Plus, since he's mostly focused on ranged attacks, he's not as flexible for mixed marches like siege and ranged combos.
