Well, he may not be the best for all troop types, but he's pretty solid when it comes to siege defence and attack. Just keep in mind that there are other generals out there who are more suited for those roles.

Special Skill of Suleiman the Magnificent
So, every Evony General comes with a special skill that's always active and doesn't need any further improvement. Just make sure to carefully read the skill description to make sure it's working as you'd like.
Keep in mind that you can upgrade this General through the Evony General Ascending feature. Each time you ascend, you'll add an extra boost to the General's special skill.

With this skill, when Suleiman the Magnificent leads your army, your ranged troops and siege machines get a 15% attack bonus, while the enemy troops' defence is reduced by 10%.

Battle of Rhode Island: Gives an impressive 26% increase in Siege Machine Attack, while lowering enemy Troop HP by 10%.
