Absolutely! Napoleon shines as one of the best Siege Generals in the game, with a powerful Siege Machine attack once you've maxed out all his specialties. While he can also be used as a Ranged PvP General, there are better options available for that role.
Keep in mind that most of Napoleon's attack buffs are only active when he's on the offensive, so it's best not to use him as a Defence General.
When it comes to his Special Skill, it's always active and doesn't require any further development. Just make sure to read the description carefully to understand its impact.And here's a tip – Napoleon can be ascended through the Evony General Ascending feature.
