Although his Ranged Attack buff may not be as high as some others, Louis IX is still considered a top-tier Ranged PvP General. His troops receive an incredible defence buff, making his marches extremely tough. Plus, his Special Skill, Saint Louis, boosts Ranged Troops with an extra 40% attack and 45 defence!
What's more, his buffs and specialties work in both attack and defence, adding to his versatility and effectiveness on the battlefield. Overall, Louis IX is definitely a force to be reckoned with in Evony!

Keep in mind that this General can be advanced through the Evony General Ascending feature. Each ascended star level will grant an extra boost to the General's Special Skill.
