Empress Wu excels at boosting construction speed in sub cities where she serves as Mayor. However, she is not suitable for PvP battles due to her limited abilities in combat situations. If you are certain that you will not be participating in PvP, then appointing her as Mayor can be a good choice.
Keep in mind that Empress Wu is not recommended for PvP battles and may not perform well in such scenarios.
