Is Casimir Pulaski a good general in Evony?
Casimir Pulaski does have some usefulness with his 10% death to wounded skill for all troop types.
However, in general, he falls short in many aspects. It's probably best to focus on other generals instead. If you do decide to use him, he might be most effective with Siege Troops as an Evony Siege Defense General.
He was introduced to Evony as a replacement for Robert Lee, in response to player concerns about the historical issues associated with that General.

Just a heads up about Casimir Pulaski's special skill in Evony: it's always active and doesn't need any upgrades. Make sure you read the description carefully to understand how it impacts your gameplay.
Also, you can ascend Pulaski through the Evony General Ascending feature. Each star level you ascend him to will give him an extra buff for his special skill.
Known as the "Father of the American Cavalry," Pulaski boosts the death-turning-wounded rate of attacking troops by 10% when he's leading the army.
